Resource: Student Loan Debt Relief

This issue paper (PDF, 6 pages) presents ED’s initial set of considerations for creating a path to debt relief for borrowers in need. The paper identifies five questions about distinct categories of affected borrowers for which the agency is seeking feedback. Categories of affected borrowers include: 

  1. Those whose balances are greater than what they originally borrowed 

  1. Those whose loans first entered repayment decades ago 

  1. Those who attended programs that did not provide sufficient financial values 

  1. Those who are eligible for relief under programs like IDR but have not applied  

  1. Those who have experienced financial hardship and need support that the current student loan system does not adequately address
