Description

The Office of Population Affairs anticipates the availability of funding for Teen Pregnancy Prevention (TPP) research projects and research-to-practice translation centers. The grants will make significant contributions to the teenage pregnancy prevention field by resulting in improved curricula development and delivery strategies, reduction of disparities among participants, and better data collection and analysis related to program effectiveness. The research grants will primarily consist of secondary data analyses or small research projects to explore new questions in teenage pregnancy prevention that improve the efficiency, effectiveness, and quality of pregnancy prevention programs for adolescents or young adults, and/or reduce disparities, by age, gender, race/ethnicity, or setting. The research-to-practice translation centers will synthesize and translate existing research into practice for health promotion and development of positive assets that will lead to adoption of healthy behaviors and ultimately help to reduce teen pregnancy. The centers are expected to evaluate or assess the research, best practices, approaches, or strategies in a priority protective factor area and make that information easily accessible to health providers, caregivers and others working with youth to prevent teen pregnancy.

The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to implement the Advancing Girls Education (AGE) Activity.Through this solicitation, the United States Agency for International Development (USAID) intends to identify a uniquely qualified Contractor to implement a five-year Cooperative Agreement activity, to increase retention of girls ages 10-19 in school who are vulnerable or at risk of dropping out of school due to physical, sexual, or psychological violence at school, teen pregnancy, or child marriage. The Office of Refugee Resettlement/Division of Unaccompanied Children’s Operations (ORR/DUCO), within the Administration for Children and Families, provides temporary shelter care and other child welfare-related services to unaccompanied children (UC) in ORR custody. Residential care services begin once ORR accepts a UC for placement and end when the minor is released from ORR custody, turns 18 years of age, or the minor’s immigration case results in a final disposition of removal from the United States. Residential care and other child welfare-related services are provided by state-licensed residential care programs in the least restrictive setting appropriate for the UC’s age and special needs. ORR is announcing the availability of funds under this Standing Notice of Funding Opportunity (SNOFO) to seek long-term foster care (LTFC) providers. For the purposes of this SNOFO, the term "care provider" refers to the prime recipient and if applicable, its subrecipient(s). LTFC providers, or care providers, are required to be licensed (child placement license and any other required license according to state regulations) in the state in which they are located to provide foster care services and are required to meet the needs of UC by providing quality care in a community setting. UC who may qualify for placement in LTFC include the following: minors between the ages of 0-17 years of age, sibling groups, pregnant/parenting teens, and/or minors who are especially vulnerable or with other special needs. All entities funded under this SNOFO must also comply with Flores v. Reno, Case No. CV 85- 4544 RJK (C.D. Cal. 1996) (the Flores Settlement Agreement); pertinent federal laws and regulations; and ORR policies and procedures, including, but not limited to, the ORR Policy Guide and Manual of Procedures. The Teen Pregnancy Prevention (TPP) Program is a national, evidence-based program that funds diverse organizations working to reach adolescents to improve sexual and reproductive health outcomes and promote positive youth development. The Office of Population Affairs (OPA) anticipates FY2023 funds being available to support cooperative agreements for organizations to advance health equity for adolescents, their family, and communities through the replication and scaling of medically accurate and age appropriate evidence-based teen pregnancy prevention programs that have been proven effective through rigorous evaluation to reduce teenage pregnancy, behavioral risk factors underlying teenage pregnancy, or other associated risk factors. Evidence-based program are programs that have been proven effective through rigorous evaluation to reduce teenage pregnancy, behavioral risk factors underlying teenage pregnancy, or other associated risk factors. OPA aims to equitably bolster adolescent health outcomes and mitigate disparities through evidence-based teen pregnancy prevention programs and services. Description

The Office of Population Affairs (OPA), in the Office of the Assistant Secretary for Health, administers the Title X family planning, Teen Pregnancy Prevention (TPP), and Embryo Adoption Awareness and Services programs. OPA advises the Secretary and the Assistant Secretary for Health on a wide range of reproductive and adolescent health topics. The TPP program was established in 2010 with a Congressional mandate to fund medically accurate and age-appropriate programs to reduce teen pregnancy and associated risk behaviors. The purpose of the TPP Tier 2 Rigorous Evaluation Cooperative Agreements is to fund rigorous impact and implementation evaluation of promising approaches for preventing teen pregnancy and related risk behaviors. Through the awards, OPA aims to address the changing needs of youth and communities by increasing the number of programs available that are proven to reduce teen pregnancy, sexually transmitted infections (STIs), and behavioral risk factors underlying teen pregnancy, and to disseminate those interventions that demonstrate effectiveness. OPA is especially interested in funding rigorous evaluations of promising interventions in populations and settings with great need and those that demonstrate significant health disparities, such as, but not limited to, interventions in juvenile justice or foster care/child welfare settings, with expectant and parenting youth, youth with disabilities, with homeless youth, or for caregivers. A wide range of adolescent health innovations may be proposed for study under this funding opportunity, such as, but not limited to, programs, curricula, clinical interventions, and technological interventions. Promising interventions to be evaluated under the funding opportunity are expected to have compelling, positive preliminary evidence from previous research, a well-described theory of change, and intervention materials that are already developed. The promising intervention should also have demonstrated support from participants and be a good fit for the intended population and setting proposed for the evaluation. Funded recipients are expected to conduct a rigorous impact evaluation of the promising intervention with the most robust possible design that is feasible for the intervention and setting. All funded recipients will be expected to participate in OPA evaluation technical assistance. Recipients will be expected to conduct high-quality implementation of the intervention by maintaining fidelity, quality assurance, high dosage, intervention saturation, appropriate materials, staff coordination and management, qualified facilitators, participant engagement and satisfaction, and stakeholder support. Promising interventions proposed for evaluation under this funding are expected to have the potential to scale and be replicated by others in the adolescent health field. Funded recipients will be expected to disseminate their evaluation findings and lessons learned through publications in peer-reviewed journals and presentations at professional conferences.
